I'm totally with you on this one. Don't get me wrong here.
I'm really talking about the difference between can and will. Yes, there is no reason why you can't get the same probabilistic outcomes without a tool as with a tool, but you rarely do... I think the idea is that the dice can't help but be impartial (which is not really true since they aren't perfect shapes, but whatever).
But yeah, there's no reason that there must be a difference, just that there almost always is a difference.
