So I'm trying to decide what games to buy. Here are some options. I'd love to hear your opinions on them, if you've played them.

SimCity 4
Star Wars: KOTOR
Victoria: An Empire Under the Sun
Northland

RPGs:
Tekumel Boxed Set
HeroQuest

I have not played any of the video games, but I know that KOTOR is one of the best-liked games for a while, and Victoria certainly looked nice and large-scale.

SimCity 4 is a great game. I'm not entirely sure how it is w/o the Rush Hour expansion though. If you liked the previous SimCity games, you should like this one. The only real caveat is that it takes a lot longer to build up a strong city since you develop an entire region that's about 30x the classic SimCity board. I've played the game for months and have yet to ever need to build an international airport.

Nice thing about the size-- My frustration with 2K was my inability to make an honest-to-goodness metropolis that contained several cities in its metropolitan area.

But I'd like to ask about these "driving missions" and "my sim" features: Are those essentially extraneous to the standard gameplay? I don't really have any desire to play a stripped down "grand theft auto" or stripped down "the sims."

Also, does it have the same advancing timeline as 2K did, where new techs become available through time?

HeroQuest.

It changed my life.

Ok, ok, so it didn't. But man, it's cool. It's the only game I've bought since I came to Hong Kong. How's that for a testimonial? Or how about this -- I introduced it to some guys from the local gaming group and it's about all I ever hear about anymore from one of them. Then there's that whole supeheroes idea I've got going on. Not having seen "With Great Power," of course.

As far as this Tekumel boxed set thing goes, why... tell me more. Ok, you don't actually have to, given that you're looking for more info yourself. I'm one of those who've never owned a single Tekumal-related anything but was always intrigued.
